Reprobate: someone without scruples

This was in my Gmail feed. It kind of caught me off guard. If you click on the link to the definition of reprobate, it actually doesn’t say anything about scruples, which I find very odd.
Furthermore, I’ve never thought of the word scruples in this sense. I looked up scruples in the dictionary and found this:
1. a moral or ethical consideration or standard that acts as a restraining force or inhibits certain actions.
2.a very small portion or amount.
I would have thought that the second definition would have been the first.
Oh well…
